Introduction:

The Government of Assam has created a separate full-fledged Directorate named ‘Directorate of Information Technology, Electronics and Communications (DITEC)’vide Notification No. IT 14/2014/Part-I/15 dated 31-12-2016to guarantee the envisaged outcomes of every programme and policy initiatives of the Government of Assam. DITEC is responsible to ensure that every programme of IT Department is properly conceived, implemented, managed and owned up.

This Citizen Charter is prepared with a view to allow the citizens to avail maximum benefits from the advantages of Information and Communication Technology, which is under the preview of IT Department.

Vision:

DITEC aims to facilitate the formulation and implementation of IT Policies, Guidelines, Regulatory frameworks, conceptualization of schemes and augmentation of efficient delivery of electronic services, thereby promoting Information and Communication Technology in the state with the greater objective of realising the dream of providing a common platform of G2C interactions and extensive percolation of information to the grass root level.

Mission:

The mission of DITEC is facilitation of the use of ICT for e-Governance and promotion of IT and ITES industry in the state by:

• Providing IT support for e-Governance of all the Departments.

• Enhancement of the IT Infrastructure backbone of the state and thereby providing support to all stakeholders in synergizing of IT related activities.

• Leveraging ICT to provide and improve electronic services across the State.

• Augmenting the growth of IT and ITeS industry in the State by attracting such industries in the most lucrative way.

Objectives:

• Implementation of Provisions of IT Policy, IT Acts, ESD Rules, ROW Guidelines and Cyber Security Policy of the Government of Assam

• Support to IT Department in setting the service standards and ensuring seamless flow of information in a more transparent and accountable manner to effectively cater to the needs of the citizens of Assam.

• Coordination with other Departments/ Undertakings of the Government of Assam to synergize the IT related operations for efficient and speedy delivery of services

• Harnessing the advancements in the field of Information and Communication Technology for greater Government-Citizen interactions and also, promoting enhanced transparency and accountability.

• Conceptualization of e-governance Projects and providing technical support to all stakeholders of Government of Assam

• Promotion of Capacity Building and Skill Management activities amongst the personnel of Government of Assam.

Business Transacted:

1. Formulation of Policies, Guidelines for implementation of IT systems by various departments to ensure interoperability, with due adherence to national and international standards.

2. Promotion of investment in the IT sector of the state by building Parks, Electronic System Design and Manufacturing (ESDM) clusters etc in coordination with IT Department.

3. Creation of IT Infrastructure such as State Wide Area Network (SWAN), State Data Centre (SDC), Common Services Centres (CSC), etc. in consultation with IT Department.

4. Facilitate IT Department in implementing activities pertaining to Information technology, Infrastructure & systems in Government of Assam.

5. Coordination with Assam Electronics Development Corporation Ltd (AMTRON), which is a Government of Assam undertaking functioning under the overall control of IT Department for execution of various activities of the state.

6. Promotion of the growth of IT in the state by developing Human Resource, Imparting training to students and educated youth and thereby merging the digital divide.
